Verify a Handoff export offline.

Verifier: Handoff CLI

The offline verifier checks an export with: handoff verify RECORD.json --mirror DIR. It is not published yet.

The sample below is synthetic test data from the library's own fixtures. It is not a real handoff and names no real party.

For this test build, the recorded CLI outputs are RESULT: ACCEPT for base.json and RESULT: REJECT for tampered.json. These are legacy verifier labels, not counterparty acceptance decisions.
