Founding numbers
The first 100 records to become active, other than Weio's own cutover test record, get founding numbers 1 to 100, in the order their activations complete; the public allocation terms are not final.
The registry keeps a counter when records are withdrawn, so withdrawal does not free a number for reuse.
The public list is ordered oldest first, by creation time.
A founding number is an identifier the registry assigns. Benefits and allocation terms are not final.
